Browsers can already decode, redraw, and re-encode the common image formats, because they have to display them. That is why converting between JPG, PNG, WebP, and AVIF, resizing, compressing, cropping, and even reading text out of a picture all happen on your own device here, with no upload and no waiting on a connection. It also means the tools keep working if your connection drops, and your photos never reach anyone else. HEIC is the exception. Apple adopted it as the default camera format on iPhones, but it is built on a video codec that browsers do not ship a decoder for, largely because of patent licensing. So converting a HEIC photo needs a server library: those two tools send the file over an encrypted connection and delete it immediately after converting. Everything else on this page stays on your device, and the core tools are free without sign-up.
