Most things you do to a PDF can happen entirely on your own machine, because the format is well documented and browsers are capable enough to read and rewrite it directly. That covers merging, splitting, rotating, deleting pages, adding page numbers or a watermark, signing, adding or removing a password, and pulling out the text. Those tools never upload your file, which matters because PDFs are so often contracts, statements, and medical letters. The exceptions are the Office conversions: turning Word, Excel, or PowerPoint into PDF, or a PDF back into an editable Word or PowerPoint file. Those depend on rendering engines too large to run in a browser, so the file is sent over an encrypted connection, converted, and deleted straight after, with a 15 MB limit.
